The Lower Columbia River Water Trail is coordinated by the Lower Columbia River Estuary Partnership.

The Estuary Partnership is located in the Paulson Capital Building, a six story red brick building across from Tom McCall Waterfront Park in downtown Portland between Yamhill and Taylor.
